Each hidden layer is also made up of a set of neurons, where each neuron is fully connected to all neurons in the previous layer. A sequence of layers with a linear activator function can be merged as a layer (with a combination of previous functions) and is practically a neural network with a hidden layer, which does not take advantage of the benefits of deep NN.
